Saturday Video: Talal Asad - "Thinking about religion, secularism and politics"

If you are interested in a thoughtful conversation about Islam and secularism, you should spend about an hour with Talal Asad here. Among other books, he is the author of Formations of the Secular: Christianity, Islam, Modernity and the highly influential Geneologies of Religion: Disciplines and Reasons of Power in Christianity and Islam. This is also an antidote to the often simplistic (and sometimes crass) discussions of religion, in particular Islam, in the European and American public spheres. The interview below starts with Talal Asad's background, and I was surprised to know that he spent his formative years in Pakistan.

Yes - the interview style is a bit from the 70s, but the content is very good. Also, you should know that this interview was conducted in 2009 - before the Arab Spring(s).

NYT Review of Sachal Jazz Ensemble at the Lincoln Center

A while ago, I had posted a video of jazz classic Take Five by Lahore based Sachal Studio. Their jazz arrangements include sitar, tabla and flute and gives it a South Asian flavor. Just this past Friday and Saturday, seven musicians from Sachal Jazz Ensemble joined the 15-piece Jazz at Lincoln Center Orchestra for a joint performance. Here is the review from NYT:
 Mr. Marsalis is tireless, and very effective, in explaining the connections between different kinds of music around the world. In this concert he leaned hard on the idea of the habanera rhythm — common in one way or another in African, Antillean and new-world popular music — being one of those affinities. And so the two ensembles piled in on Morton’s “New Orleans Blues,” arranged by Victor Goines, of the Jazz at Lincoln Center Orchestra, and they figured out a way to build the habanera rhythm together. 
The Pakistani musicians, on the left, played on the beat with precision and intent; the Americans, on the right, played behind it. But there was enough flexibility and amassed sound to approximate something like the rolling feeling of swing. 
One of the ways to use your ears in Saturday night’s concert was to notice when and how well each side bent toward the other. The orchestra’s drummer, Ali Jackson, getting light and quiet on his instrument and listening hard, was all-important to the process. But so was the Pakistani flutist Baqar Abbas, the Sachal Jazz Ensemble’s clearest and most house-wrecking virtuoso, who bent and warped notes as an absolute matter of course rather than for effect. In one of the concert’s best stretches, he traded solos with Ted Nash, from the orchestra, playing piccolo. 
They got around to “Take Five,” a song with another linking agent — its five-beat rhythm cycle, fairly common in Carnatic and Hindustani music. In a solo, the sitarist Indrajit Roy-Chowdhury stretched out in his own technique in a more jazzlike melodic improvisation. The technique was exact and contained, the tempo stately enough that every note could be heard.

Burka Avenger Beyond the Burqa

The super-hero animated series, Burka Avenger, was broadly covered in the press when its first episode aired in Pakistan back in August. The creators of the show argue that the burka superhero would empower young women by serving as a role model. Furthermore, one of the main goals of the show is to emphasize education for women - especially young girls. The first episode had the shades of Malala versus the Taliban.

So how successful has the show been in achieving its goals beyond publicity and the selling of show-related merchandize (while I haven't yet found any follow-up episodes, I know I can shell out $20 for aBurka Avenger t-shirt - something that I doubt most women in Pakistan would be wearing)?

I don't know the answer, but I think it would be an interesting project to see the show's impact, if any. Here are two articles that talk about two different aspects of the show: education and the use of burka as a costume.

Here is Hani Yusuf in Valerie magazine talking about Burka Avenger's goal of spreading education:
While Burka Avenger may be a valuable addition to local television entertainment, it is far from an effective education awareness program. With its lack of understanding of the nuances and complexities of regional politics, culture and economics, it falls short of reaching its target audience in Pakistan.

Burka Avenger aims to raise education awareness in a country where half the population is illiterate and over a quarter lives below the poverty line. According to the media brochure, the TV show offers “positive social messages and morals.”

But Urban Pakistanis who speak Urdu and English are often those who already have access to formal education. And, English is only really spoken by a small fraction of Pakistanis who can afford private schools.

Government schools in Pakistan suffer from various budgetary and infrastructural problems. The current government’s spending on education is an abysmal 2 percent of its total spending.

So any effective education awareness campaign must target parents and government officials as well and must be region-specific, as the country’s micro regions have very different economic, cultural and social concerns.

Instead, Burka Avenger targets its education awareness campaign at children, but it is only able to reach children in urban centers.
And here is Daniel Martin Varisco at Tabsir on the use of burka as a super heroine costume:
At first glance this seems like a sound idea, importing a Western theme and inserting a Muslim character. There are quite a few video games that do this for men. But does it really work? As I watched the online first episode, it seemed like the Burqa Avenger was more like a Halloween witch, flying without the broom but decked out in black, than anything else. It may work as comedy, but I doubt this really empowers women who choose to wear a burqa. If the point is to show that there are tough Muslim women, would it not make more sense to show some real life examples? The make-believe aspect of the Burqa Avenger suggests that it could not happen in real life, like the Kuwaiti women in the wake of Saddam’s invasion back in 1990. The veiled cartoon heroine works as fantasy, but this only serves to reinforce the stereotype that there is a disconnect between the Islamic rhetoric about the value of women and the cultural practices that sometimes do not allow women any choice. 
The commercial interest of the site is quite evident. The marketing is clearly for young people who like hip hop, as can be seen in the music videos, which are in English… So here is an in-your-face dj-type saying “Don’t mess with the lady in black, when she is on the attack.” I kind of doubt this will empower young Pakistani girls, but it may scare the hell out of young Pakistani males.
I think both Hani and Daniel have raised excellent issues with the show, and I share these concerns (and as mentioned above, find marketing campaign quite over-the-top). However, I do not want to dismiss its impact out of hand. Popular culture, after all, has a long reach and carries weight in both urban and rural areas of Pakistan. I think some of that will have to depend on the quality of story-telling as well - especially if the writers can move beyond "message" stories to tales that resonate with deeper human connections (I guess, I'm wishing for a more literary Burka Avenger…). Based on the one episode we've had, the prospects are not that great on this account - but then Marvel and DC Comics have also crossed many cultural boundaries to have become a global phenomena.

But the question of impact is an empirical one. I think it will be a neat (and useful) comparative project to do focus-groups and/or individual interviews with women and men of the intended target age-group across different areas of Pakistan (there is a huge variation within urban centers as well, and I would throw in diasporic Pakistani community as well) to see how they view Burka Avenger and its goal of empowering and educating women with this female superhero.

Ansar Abbasi is a conservative hack and Pervez Hoodbhoy should not have engaged with him...

More than ten years ago, talk shows on new private television channels in Pakistan were a breath of fresh air. For the first time, you could hear multiple opinions on all sorts of topics. The quality of those early talk shows was often quite good. But then, the open format of talk shows became more and more chaotic. If the guests themselves would not get into a verbal fight, the anchors would often egg them on. It was all good for rating.

Pervez Hoodbhoy (full disclosure that he is a good friend of mine) is often on the talk shows to present the increasingly limited liberal views. You pick a topic: Minority rights, blasphemy law, issue of problematic contents in textbooks, or even in the sad saga of the claim of the miraculous "water-kit" - a water-powered car that would solve all of Pakistan's energy crisis. As you can imagine, Pervez's positions are not the crowd pleasers.

So now we have this episode where Pervez and a journalist Ansar Abbasi got into a verbal fight. It is awful! I think both of them are way way out of line. This is not the way to have a conversation - and Ansar Abbasi kept calling Pervez a "Jahil" - a particularly pejorative term for an ignorant (in fact, he kept on saying that how come they let this jahil let teach in a college). Pervez walked out after that. The three minute brouhaha is below.

But let me just contextualize Abbasi a bit. Ansar Abbasi is the journalist who complained that the new 10th grade Urdu textbook (Punjab Board) does not contain sufficient Islam references. Oh but in his Urdu column, he argues that this was a conspiracy to impose secularization by the Punjab government (curious note: the government in Punjab is Pakistan Muslim League - which is to the "right" of a considerably conservative political center). Pervez called him out on this past April:
At the outset, one needs to know that the withdrawn book was intended solely for the teaching of Urdu as a language, and should be judged on these grounds alone. Any book for teaching a language must introduce the student to great poets and essayists and delve into linguistic nuances and subtleties. It should not be just a supplementary text for teaching Islamic studies. Students use an entire, separate book for Islamiat. 
This episode is important for only one reason: the new Urdu reader represented an attempt, albeit a feeble one, to remove the blinkers forced upon students by General Ziaul Haq’s education fantasia. The 1980s Islamisation of education meant that every subject — languages, geography, history, social studies, chemistry, physics, mathematics, etc. — could only be viewed through a narrow prism. All else was to be shunned and filtered out. It is this attempt to break loose that Mr Abbasi finds so terribly objectionable.
And now Ansar Abbasi has gone after Malala (and a tamer version in English). For what? Amongst other things, he is hurt that Malala is too soft on Salman Rushdie (she argues for freedom of speech while disagreeing with the contents of Satanic Verses, more particularly she says: "‘Is Islam such a weak religion that it cannot tolerate a book written against it? Not my Islam!”"), she talks about the rights of Ahamadis, the problems with the blasphemy law, that Pakistan lost three wars with India (which is a factual statement accepted everywhere in the world except in Pakistan's textbooks), etc. etc. Oh wait. And the horror of it all for Abbasi: She criticized Pakistan's brutal military dictator from the 1980s, General Zia ul Haq, and his "Islamization" policies that Pakistan is still dealing with. The problem is that Abbasi is a fan of Zia - and Malala's criticism of his hero really crosses him.

It is in the context of the recent Abbasi's column on Malala and the prior history of Hoodbhoy-Abbasi interaction that you should view this altercation on this "talk-show". Abbasi's regressive and often offensive views are still no excuse for Pervez to engage in this manner. This is wrong. Period. You will also notice that the anchor is simply sitting there and enjoying the fight. Shame on him as well (Fox News has nothing on these guys...). This is brilliant! "The Making of Malala" from NYT

There is a good chance that Malala will get a well deserved Nobel Peace Prize (even thought the prize itself has become dubious with the E.U and Obama as some of its recent winners). She is absolutely phenomenal and fearless and the Nobel prize is not for being a victim, but rather for what she has been doing for education both before and after getting shot. But she is still only 16 years of age! I first posted about her back in January 2009, when I read about her in BBC and the New York Times. Later, NYT also had a short film featuring Malala, and her cheerful personality came bustling through. Now, almost a year after she was shot in the face by the Taliban, the NYT has a brilliant and thought provoking short film about the role of her (ambitious) father and the news media in making Malala a symbol for girls education - something that provoked the Taliban. But what is amazing about the film is that it not only shows a growing independence of Malala and her transformation but also the larger cultural context of girls education in Pakistan. It also highlights contradictions in Malala's own father, and those clips add so much depth to this 10-minute video. One problem is that people not familiar with Pakistan will have a hard time distinguishing cultural norms in Swat (and in the northern parts of Pakistan in general) versus the rest of Pakistan, in particular the more urban areas. What is the "obscene" content in class 6th science textbook in Lahore?

There is an emergency in Lahore. An elite school in Lahore has the gall to introduce a class on comparative religion. Noooo! You cannot teach a class that necessitates a respect for other religions. But thankfully a special departmental committee has worked overtime to quickly come up with a report on this dangerous situation:
"The department said the introduction of religious studies “is tantamount to mislead and confuse the young generation with complexity of topics like comparative study of religions at such a lower level”.
And the Chief Minister of Punjab has the constitution behind him:
“Article 25 of the Constitution of Pakistan is quite clear about the provision that no Pakistani citizen should be taught a religion other than his own religion”, the minister added.
Yup - the state always knows what it best for you. Oh - wait. What Article of the constitution? A helpful commentator on the article pointed the link - and here is Article 25 (thanks to one of the commentators on Express Tribune for providing the link):
25 Equality of citizens.
(1) All citizens are equal before law and are entitled to equal protection of law.
(2) There shall be no discrimination on the basis of sex  32[] 32.
(3) Nothing in this Article shall prevent the State from making any special provision for the protection of women and children. 

25A. Right to education:
The State shall provide free and compulsory education to all children of the age of five to sixteen years in such manner as may be determined by law.


I'm sure the Chief Minister is doing all he can to make sure that all children between 5 and 16 are getting compulsory education...

But this is not what got me to this story. This did:
The Punjab Education Department has issued orders to confiscate the science book of class six of Lahore Grammar School (LGS) which the department says has obscene material which is provocative for youth.
Well what? They didn't say what the objectionable material was. I hope it didn't say that human beings of all religions share the same basic biology!! Eewww. I guess it is obscene to think that we may be made up of the same material - when it is clear that Punjab Chief Minister is made up of a rare and special material.

Since I don't know what are they referring to, can someone please find out about the nature of the objectionable material in the 6th grade science textbook? Thanks.

Saturday Video: Burka Avenger - episode 1

Since I'm no longer 4 (sigh!), it is hard for me to say how Burka Avenger is connecting with kids. It will be very interesting to look at the impact across different socio-economic groups, as well as across the urban-rural divide. I hope someone is doing that. If nothing else, the intentions of the show are all in the right place (even if the creator of the show, Haroon, is also the "much-anticipated" buff cartoon pop star at the end of the first episode), and it takes sufficient swipes at the Taliban.

In Pakistan, some religious "scholars" are calling for the persecution of a religious minority...

It is easy to target a minority. History, unfortunately, is full of such examples. We are seeing one of the extreme cases unfolding in Pakistan. Just recently, a bunch of religious "scholars" got together to celebrate the 39th anniversary of the second amendment to Pakistan's constitution - the amendment that officially declared Ahmadis non-Muslims. There once was a time, when an imam or an a'lim was expected to talk about compassion, charity, and other actions that could potentially help fellow human beings. But not today - at least not the ones that were gathered in Lahore. The "scholars" that were celebrating the second amendment primarily offered provincialism, scorn,  and hate. It is a shame that their interpretation of religion has left them with this sad and tragic courses of actions. But they are also being egged on by a majority of Pakistanis (see the Pew survey results below).

It is fantastic that Express Tribune has provided the quotes from this "alim". Here is a sampling:
Several clerics called for further persecution of the Ahmadi community at conferences held on Saturday night to mark the 39th anniversary of the passage of the Second Amendment, which declared Ahmadis to be non-Muslims.
The speakers branded Ahmadis enemies of Pakistan, called for their social and economic boycott, and demanded that they be banned from taking up any government or military jobs.
 For the actual quotes, lets start with head of the Moon-sighting committee:
At the Markazi Khatm-i-Nabuwat Conference in Johar Town, Ruet-i-Halal Committee Chairman Mufti Muneebur Rehman said that he and his followers were prepared to make sacrifices for Khatm-i-Nabuwat. He alleged that Ahmadis were involved in “suspicious activities” and “serious measures” were needed against them. 
Dr Amir Liaqat Hussain, of Geo TV fame, defended Pakistan’s blasphemy laws. He said that the Ummah needed to unite in support of the laws. He said that they would not allow any amendment to the laws. 
Maulana Muhammad Azam Naeemi said there was a need to mobilise the common man against Ahmadis. Maulana Raghib Hussain Naeemi termed Ahmadis and their leaders “stooges of the West”.
Oh - and we haven't even gotten to the real vile comments yet. And again, I should remind you that these are folks who are representing some form of religious organization or, in some unfortunate cases, are religious celebrities. Here are some more highlights:
Pir Muhibullah Noori, caretaker of Baseerpur, said that Ahmadis should be banished from Pakistan. He told the audience that if they truly loved the Prophet Muhammad (peace be upon him), they would not let Ahmadis live their lives freely. 
Allama Raza-i-Mustafa said Ahmadis should be chased till death.
So the love of Prophet Muhammad (pbuh) translates into not letting Ahmadis live lives freely! And if "Allama" holds any meaning, the latter is openly calling for the killing of Ahmadis (a genocide?)! Note that this is being reported in a mainstream newspaper.

And here is a retired judge:
Justice (retired) Mian Nazeer Akhtar said that the time for speeches against Ahmadis was over and it was now time to do something practical. He said everyone should play their role against Ahmadis to tighten the noose around them. 
The participants in the conference passed a resolution demanding a ban on Ahmadi publications and legal action against their publishers; the removal of all Ahmadis from government jobs; government-sponsored celebrations of September 7 at a national level; and for the introduction of a new oath of office for holders of important posts affirming that the Prophet Muhammad (pbuh) was the last prophet.
I forgot to mention that all of the above was from just one of the gatherings. Here is a sampling from another one:
The 26th annual International Khatm-i-Nabuwat Conference, organised by the International Khatm-i-Nabuwat Movement, was held in Chenab Nagar, whose population is mostly Ahmadi. 
The speakers at the conference made derogatory remarks about Jamaat-i-Ahmadia leaders and blamed them for terrorism in Pakistan. 
Jamiat Ulema-i-Islam (JUI) Secretary Maulana Abdul Rauf Farooqi said it was time to pounce on Ahmadis. He called them apostates and said that they deserved “extreme steps”.
Allama Muhammad Younas Hasan said that a “massive search operation” should be launched across the country to identify all of them. He said that he and his followers were willing to make “any sacrifice” for their cause. He said all sects of Islam were united in their opposition to Ahmadis. He said that Muslims should boycott Ahmadis socially and economically to make it harder for them to live in Pakistan. 
Maulana Qari Shabbir Ahmed Usmani said that the struggle against Ahmadis would continue “till its logical end”. He said all Ahmadis and their leaders should convert in order to gain Allah’s blessings. 
Maulana Asadullah Farooq demanded a ban on Ahmadis joining the armed forces as they were “traitors”.
Read the full article here. This is not just shameful, but here we are looking at the calls for severe persecution and extermination of a group based on their religious identity. We should not be witnessing something like this in the 21st century.

Pew also looked at the views of Pakistanis on Ahmadis. Here is what they found:


Now Pew didn't ask the question, but I'm wondering what fraction of the 66% would go along with the calls for persecution of Ahmadis. Perhaps, it is good that the Pew survey didn't ask that question as I fear the numbers would be too depressing.

But they did find that there is widespread support for Pakistan's Blasphemy law, which has been used to persecute minorities on so many occasions:
The poll also found that a majority of Pakistani Muslims support the country’s blasphemy laws, which predate Pakistan’s independence in 1947 but have since been expanded. The laws, which carry a potential death sentence for insulting Islam, have been frequently invoked against Ahmadis and other religious minorities in Pakistan; although formal criminal prosecutions are rare, social discrimination and harassment of Ahmadis is widespread. Fully 75% of Pakistani Muslims say blasphemy laws are necessary to protect Islam in their country, while 6% say blasphemy laws unfairly target minority communities, and 19% express no opinion on the issue.

Tectonic plates, building codes, and cities in South Asia

I was struck by a graphic from a recent article in Science. It shows different tectonic plates, cumulative deaths from earthquakes from 900-1900 CE, deaths from earthquakes since 1900, and the sizes of major cities. As an aside, for those who believe that earthquakes are God's punishment, we have a good idea where most of the evildoers live - we are looking at you, Iran!

Here is the figure:

As can be seen from the histogram, Iran has indeed suffered most fatalities from these earthquakes. However, the deaths south asia has more deaths since 1900 than for prior 1000 years. It is this point that the authors want to highlight:
A quarter of the world's population inhabits the nations of Iran, Afghanistan, Pakistan, India, Nepal, Bhutan, Bangladesh, Sri Lanka, and Myanmar. These countries lie on or near the northern edge of the Arabian and Indian Plates that are colliding with the southern margin of the Eurasian Plate (see the figure, panel A) . The collision occurs mid-continent and, as a result, earthquakes have historically destroyed many settlements, especially in Iran (1). Deaths from earthquakes since 1900 have exceeded those in all previous centuries, and earthquake deaths to the east of Iran have far outnumbered those in Iran (see the figure, panel B). We ascribe this to the recently increased population at risk in Pakistan and India and to the fragility of construction methods introduced there in the past century. 
Since I grew up in Karachi, I'm well aware of the explosive growth of the city as well as its rows and rows of cement buildings. The late columnist Ardeshir Cowasjee wrote in 1999 a series of articles about the earthquake scenario in Pakistan and concluded that:
The people of Karachi should know that all the commercial and residential high-rises are unsafe and dangerous to live in. Most of the builders and contractors, their attorneys or the entity they have established to construct a particular building, disappear from the scene as soon as a building is semi-complete and all spaces sold. The majority are members of the Association of Builders and Developers (ABAD), the body which makes the most noise when any building is ordered to be demolished and accepts no responsibility for the conduct of its members.
The authors of the Science article reach a similar conclusion and offer a modest proposal for the enforcement of existing building codes to save lives:
Earthquake hazard maps characterizing potentially active faults (in India, few active faults are exposed at Earth's surface) are in their infancy, and there are almost no data on the attenuation of strong shaking with distance in large earthquakes or the local amplification of seismic waves in cities. The establishment and implementation of credible earthquake-resistant building codes thus remains a data-gathering challenge for scientists, engineers, and planners of South Asia.  
These studies will take many decades to complete, yet immediate and crucial decisions must also be made by those responsible for the safety of critical facilities. Nuclear power plants can be constructed to withstand the largest of earthquakes, but engineers need trustworthy estimates of potential future accelerations. India has adopted a routine approach to calculating these accelerations (14) but unsubstantiated claims for low seismic hazards at a planned nuclear power plant at Jaitapur south of Mumbai have left many uneasy (15). The plant will be constructed on a coastal plain crossed by a fault that since 50,000 years ago may have lowered (11) the planned plant site by more than 20 m. The timing of earthquakes that permitted the fault to slip, and therefore its earthquake hazard, is unknown (11, 15). 
However, by far the greatest risk from earthquakes in South Asia is currently not from its nuclear facilities but from its fragile dwellings that will collapse in quite modest future shaking. Deaths from future earthquakes could be vastly reduced, with no additional scientific input, were governments to enforce existing construction codes. Conversely, the development of improved estimates of seismic risk will be futile if governments permit unauthorized and unsound construction practices to continue (3, 4).

Urdu floating at the edge of the Solar system

I have an article in the Magazine section of today's Express Tribune. It is about Voyager 1 and its recent efforts to determine the boundary of our solar system. But I wanted to bring attention to the fact that the Voyager record not only has an Urdu greeting, but it also contains a picture of a Pakistani street. So first, here is the beginning of the article, and after that is that particular picture:


 Assalam alaikum. Hum zameen kay rehnay waalon kee taraf say aap ko khush amdaid kehtay hain (Peace be upon you. We the inhabitants of this Earth send our greetings to you). 
This greeting is onboard the farthest human-made object from the Earth: Voyager 1. Launched in 1977, Voyager 1 provided the first close-up pictures of Jupiter and Saturn, before starting its journey out of our Solar System. After 35 years of travels, it is now roughly 19 billion kilometers from the Earth. There is another way to think about this distance. A radio message from the Sun would take only eight minutes to get to us. From Voyager 1, it currently takes 17 hours! Furthermore, the distance between us and this assalam alaikum will only keep on growing. 
Urdu is not the only language onboard. There are greetings in 55 world languages, including Akkadian, a language once spoken in Mesopotamia four thousand years ago. These greetings are stored on a golden record onboard Voyager 1. In addition to welcoming messages, the 90-minute record contains music (from Beethoven’s 5th symphony and Chuck Berry’s Johnny B. Goode to Senaghalese percussion and Raag Bhairvi), natural sounds (from wind and thunder to croaking frogs and bird songs), and 115 pictures depicting life here on Earth (you can listen to and see all the contents at goldenrecord.org). If in the far-far future, some alien race encounters Voyager 1 spacecraft, they will get a glimpse of life and culture here on Earth — at least as envisioned by astronomer Carl Sagan and his associates for Nasa in the seventh decade of the 20th century. 
But in its outward journey, Voyager 1 can also tell us about the boundary of our Solar system. This is a hard task. There are no ceremonial displays of national identities, like at the Wagah border. There are no billboards in space saying that you are now leaving the Solar system. Nor are there any border checkpoints that may look at the nationality of Voyager 1 with suspicion. 
One way to define the “border” of our Solar system is by its Heliosphere. Within this region we are likely to encounter most particles — electrons and protons, in this case — that are emitted by the Sun as part of its steady Solar wind. But, our Solar system also contains particles — mostly protons — that were once produced inside exploding stars and now fill up the space within our Galaxy. Instruments on Voyager 1 can distinguish between these two types of particles — the locals and the visitors from outside. The boundary of our Solar system, then, can be defined as the place where the number of particles from the wider Galaxy starts outnumbering the particles from our Sun. This is our border. 
Just this past year, humanity’s farthest object reached such a border: the number of Solar wind particles dropped precipitously — by more than a thousand. During the same period of time, the number of particles from the Galaxy increased ten-fold. It seems that Voyager 1 is now in the process of entering interstellar space. 
The spacecraft is not aimed at any particular star. But in 40,000 years, it will pass close to a small star named Gliese 445. We do not even know if there are any planets around this star, let alone any life capable of detecting and capturing Voyager 1. But if some thinking beings do end up playing the Golden Record, they will also get to see a picture of a lively street scene from Pakistan — inhabitants that speak Urdu. We will be long gone by that time, and it is impossible to predict the future of humanity four thousand decades from now. However, our Urdu greeting will sound as fresh as ever.
In the mean time, on this planet, Eid Mubarak!

Will science prosper or stumble under the new government in Pakistan?

Ehsan Masood has an article in this week's Nature that talks about the promise of scientific development by the Muslim League, that won the recent elections quire handily. I did not know that, but the Muslim League explicitly placed science at the center of their governing strategy. Alas, the reality has turned out to be a bit different:

Few general-election manifestos devote an entire chapter to promises in science and technology, so the campaign documents from the centre-right Pakistan Muslim League
stood out. In its bid for power earlier this year, this party of landowners and industrialists did something unexpected: it pledged to put science and technology at the heart of its governing strategy. 
It promised one million new high-tech jobs in the next five years. It talked of new funding agencies for biotechnology and nanotechnology, of new programmes in fuel cells and small satellites, and of revamping agricultural research. And it included a promise that the state would not interfere in the appointment of university vice-chancellors. 
If kept, the promises would mark a step in the right direction for Pakistan, helping it to shed its reliance on international aid and edge towards economic independence and stability. But they seemed a little too good to be true.
But Ehsan is disappointed by the choice of the new Minister of Science:

The latest incumbent, Zahid Hamid, is an unpromising choice for science minster. The position was his reward from the Muslim League for switching political sides — and it is questionable whether he has the vision or the experience to effect the changes promised by the league. 
Hamid also faces a political challenge that could see him exit the ministry as quickly as he arrived. He once was loyal to the former military dictator General Pervez Musharraf, who is now awaiting trial and may be charged with treason. If Musharraf goes down, it would undermine Hamid and leave him ripe for replacement. 
There is no shortage of candidates to take his place — people who have a record of building successful institutions at the interface of knowledge and commerce, despite the poor track record of Pakistan's science ministry. Any one of these would be well placed to turn the promises of the manifesto into reality. 
Science does have the ear of the new prime minister, Nawaz Sharif. The man who was instrumental in placing science at the heart of the league's manifesto, Ahsan Iqbal, is minister for planning and development and a member of Sharif's inner circle. Should Hamid depart, Iqbal would have a golden opportunity to push for a widely respected and heavy-hitting science minister.
I have not been following the details of Pakistani political scene, so I don't know about the potential choices. However, Ehsan has some ideas - and they look good:

One candidate is plant geneticist Kauser Malik, founding director of the National Institute for Biotechnology and Genetic Engineering in Faisalabad and one-time chairman of the Pakistan Agricultural Research Council. Malik has experience as both bench scientist and high-level administrator. He also has plenty of international connections and a record of delivering results. Alternatively, the government could look to the next generation and appoint Muhammad Iqbal Choudhary, director of the HEJ Research Institute of Chemistry at the University of Karachi, which is among the largest such facilities in Asia. 
A wild card would be Asad Umar, former chief executive of Engro, which he grew from a mid-size company to one of the continent's largest conglomerates, spanning agrochemicals to energy. Young, cricket-mad and popular with the public, Umar quit his job to join former cricketer Imran Khan's political party, Tehreek-e-Insaf, which in May came from nowhere to become the country's third electoral force. 
Umar's decision to leave business for politics is part of a bigger trend among younger, middle-class and highly networked voters to become politically active. Unusually for Pakistan, many queued for the best part of a day to cast their votes in May's elections. Even if Hamid stays in his post, the government might consider appointing a heavy-hitter to take charge of the science-for-growth strategy, and have him or her report to Iqbal in the Planning Commission. That person could then get on with the task of dragging Pakistan into the twenty-first century.
Asad Umar sounds like an interesting bet and he may bring some energy to the science policy. Furthermore, it will be good to have a federal minister from outside the ruling party. That will be another sign that the government is taking their words about the importance of science seriously.

P.S. I know that Ehsan takes quite a positive view of a past science minister, Dr. Atta-ur-Rehman, who indeed increased the science budget tremendously and reformed higher education. However, the effectiveness of such a strategy, without building a strong infrastructure has also been questioned - and the legacy of Atta-ur-Rehman remains very much in the air (for example, amongst its Muslim cohorts, Pakistan's scientific publications are still way behind Turkey, Iran, Egypt, and Malaysia). But I was also dismayed by Atta-ur-Rehman when he wrote a highly dubious article that stoked conspiracy theories about US controlling the weather in Pakistan! There is plenty to critique about the US policy towards Pakistan, but it is a bit problematic when a prominent scientist uses highly dubious pseudoscientific claims to make his point. Secularizing the Burqa and a Star Wars Hijab

I'm certainly entertained by the idea of a burqa (or burka) as a superhero cape. This was bound to happen. Already in Pakistan, I had heard of the "ninja-burqa". So here comes this new animated series in Urdu, Burka Avenger. I think it is a fantastic idea and, in it, there is an interesting secularizing of the burqa: the teacher doesn't take the burqa for religious reasons, but rather to beat-up the bad guys (not to mention that he bad guys seem to have at least similarities with the Taliban and their position regarding female education). Oh well, here is a trailer in English (the series is in Urdu):

Of course, there is also a precedence of Muslim superheroes in the series The 99 (see earlier post, Sharia-compliant superheroes). But Burka Avenger comes with its own Pakistani flavor. Here is a brief description of the key plot lines and a good sense of humor in the show:

The series is set in Halwapur, a fictional town nestled in the soaring mountains and verdant valleys of northern Pakistan. The Burka Avenger's true identity is Jiya, whose adopted father, Kabbadi Jan, taught her the karate moves she uses to defeat her enemies. When not garbed as her alter ego, Jiya does not wear a burka, or even a less conservative headscarf over her hair. 
The main bad guys are Vadero Pajero, a balding, corrupt politician who wears a dollar sign-shaped gold medallion around his neck, and Baba Bandook, an evil magician with a bushy black beard and mustache who is meant to resemble a Taliban commander. 
Caught in the middle are the show's main child characters: Ashu and her twin brother Immu and their best friend Mooli, who loves nothing more than munching on radishes in the company of his pet goat, Golu. 
In the first episode, Pajero wants to shut down the girls' school in Halwapur so he can pocket the money that a charity gave him to run it. He finds a willing accomplice in Bandook, whose beliefs echo those of the Taliban and many other men in conservative, Islamic Pakistan. 
"What business do women have with education?" says Bandook. "They should stay at home, washing, scrubbing and cleaning, toiling in the kitchen."
Bandook padlocks the gate of the school and orders the crowd of young girls outside to leave. Ashu steps forward to resist and delivers a defiant speech about the importance of girls' education – perhaps marking her as a future activist. 
"The girls of today are the mothers of tomorrow," says Ashu. "If the mothers are not educated, then future generations will also remain illiterate." 
Bandook is unmoved, but the Burka Avenger appears and fights off the magician's henchmen with martial arts moves reminiscent of the movie The Matrix. Using his magical powers, Bandook disappears in a puff of smoke. The Burka Avenger hurls a flying pen that breaks open the padlock on the school's gate as the children cheer. 
The show, which is slickly animated using high-powered computer graphics, does a good job of mixing scenes that will entertain children with those that even adults will find laugh-out-loud funny. 
In one episode, Bandook builds a robot to take over the world's major cities, including London, New York and Paris. As he outlines his dastardly plan with a deep, evil laugh, one of his minions butts in and says, "But how will we get visas to go to all those places?" – a reference to how difficult it can be for Pakistanis to travel, given their country's reputation.

Malala's speech to the UN

Dear friends, on 9 October 2012, the Taliban shot me on the left side of my forehead. They shot my friends, too. They thought that the bullets would silence us, but they failed. And out of that silence came thousands of voices. The terrorists thought they would change my aims and stop my ambitions. But nothing changed in my life except this: weakness, fear and hopelessness died. Strength, power and courage was born. 
I am the same Malala. My ambitions are the same. My hopes are the same. And my dreams are the same. Dear sisters and brothers, I am not against anyone. Neither am I here to speak in terms of personal revenge against the Taliban or any other terrorist group. I am here to speak for the right of education for every child. I want education for the sons and daughters of the Taliban and all the terrorists and extremists. I do not even hate the Talib who shot me. Even if there was a gun in my hand and he was standing in front of me, I would not shoot him. This is the compassion I have learned from Mohammed, the prophet of mercy, Jesus Christ and Lord Buddha. This the legacy of change I have inherited from Martin Luther King, Nelson Mandela and Mohammed Ali Jinnah. 
This is the philosophy of nonviolence that I have learned from Gandhi, Bacha Khan and Mother Teresa. And this is the forgiveness that I have learned from my father and from my mother. This is what my soul is telling me: be peaceful and love everyone. 
Dear sisters and brothers, we realize the importance of light when we see darkness. We realize the importance of our voice when we are silenced. In the same way, when we were in Swat, the north of Pakistan, we realized the importance of pens and books when we saw the guns. The wise saying, "The pen is mightier than the sword." It is true. The extremists are afraid of books and pens. The power of education frightens them. They are afraid of women. The power of the voice of women frightens them. This is why they killed 14 innocent students in the recent attack in Quetta. And that is why they kill female teachers. 
That is why they are blasting schools every day because they were and they are afraid of change and equality that we will bring to our society. And I remember that there was a boy in our school who was asked by a journalist why are the Taliban against education? He answered very simply by pointing to his book, he said, "a Talib doesn't know what is written inside this book." 
They think that God is a tiny, little conservative being who would point guns at people's heads just for going to school. These terrorists are misusing the name of Islam for their own personal benefit. Pakistan is a peace loving, democratic country. Pashtuns want education for their daughters and sons. Islam is a religion of peace, humanity and brotherhood. It is the duty and responsibility to get education for each child, that is what it says. Peace is a necessity for education. In many parts of the world, especially Pakistan and Afghanistan, terrorism, war and conflicts stop children from going to schools. We are really tired of these wars. Women and children are suffering in many ways in many parts of the world.

Political fatwas, tigers and stage falls. But elections in Pakistan have started...

Pakistan's elections have started (live updates here). Despite the bloodshed, assassinationstiger death (yes - it was too hot for this rare tiger used as an election prop), stage fallskidnappingtargeting of secular parties by the Taliban, there is a lot of enthusiasm for the elections. In case, you have been only hearing about the right and center-right parties in the elections, here is a reminder that socialist parties are also around. Here is the band Laal, which is known for singing political songs, imploring people to vote in the upcoming elections in this cool video:

Couple of other things entertaining things: To complete the mockery of fatwas, one of the politically religious parties, Jamiat Ulema-e-Islam-Fazl (JUI-F), declared that voting for Imran Khan's party is "haram":
Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman on Saturday declared it ‘haram’ to vote in favour of Pakistan Tehreek-e-Insaf chief Imran Khan and his candidates.
Imran Khan, according to Fazl, is being sponsored by the West and the Jewish lobby. 
Fazlur Rehman used every word that would foment hatred against any person in the conservative masses of Pakistan. He called Imran an agent of “Americans, Jews, Ahmadis and a person of ill character”. 
“A person who could not make his own children Muslim nor Pakistani, is dreaming of becoming prime minister of Pakistan and making the country an Islamic welfare state,” Maulana said. 
“The Yahoodi (Jewish) lobby’s money is working (for Imran),” he said.
And he has sufficient evidence to back it up: His own word. Oh - he is so humble!
“I am asked, ‘what is the proof that he (Imran Khan) is an agent of the Jews,’ I say there is only one proof and it is my own responsible personality. I am so righteous that I would never talk ill against anyone. This is enough that Maulana Fazlur Rehman says that he is a Jewish agent.” 
He went on to give a joint declaration of the clerics belonging to the JUI-F. “We the Ulema have agreed that giving vote to PTI is haram. 
Anyone who casts his or her vote for Imran or to a person who is contesting election on the ticket on PTI is involved in haram and such a person is going against Sharia,” the chief of the JUI-F said.
Aha. And this is again a reminder that even when people say they want "sharia", it is unclear what sharia do they mean. But I also like another entertaining claim by the Jamaat Islami (JI) leader during the elections: the liberals in Pakistan should register themselves as a religious minority:

All those claiming to be liberals in a country made for the supremacy of Quran and Sunnah should register themselves as minorities, Jamaat-e-Islami Ameer Syed Munawar Hasan declared on Sunday. 
American intervention in the country had lead to anarchy and those siding with the US had no place in this country. If they were happy to call themselves as liberals, they should enter their names in the list of minorities, the JI chief suggested while addressing an election rally held at Bagh-e-Jinnah near the Quaid’s mausoleum.
No, no. This is not satire. But it is still funny.

On a more serious note, I will leave you with two more things. First, here is a fantastic music video by Beyghairat Brigade. It is brilliant, sarcastic, biting, and critical of the military and the colluding politicians. But it is also blocked in Pakistan - or at least in some parts of the country. Here it is:

Finally, check out this excellent article, The Tragedy of Pakistan, that provides an excellent context for the present election (tip 3quarksdaily):
Beyond simply outlasting a bloody election showdown against the TTP, the future leaders of the Islamic Republic of Pakistan will have to drastically reform an extractive and unaccountable state apparatus in order for the democratic project to have a chance of succeeding against the violent and ideological onslaught of anti-government militants. 
With 180 million people, 100 nuclear warheads and nearly 50 banned terrorist outfits, Pakistan has always been too strategic for the politics of the country to be swayed by what its people want. As the unwanted stepchild of the anti-colonial South Asian independence struggle, Pakistan came out of the partition of the subcontinent with an ignominious legacy as Britain’s military buffer zone against threats from the west. Though the British kept all of India under a firm paternalistic rule, the provinces that make up present-day Pakistan were deliberately denied political development because of their utility as a recruiting ground for soldiers and landowning elite collaborators. Though constitutional reforms came towards the tail end of British rule to give greater political representation to locals, they were little more than a cosmetic attempt to put an Indian face onto autocratic rule.
To this day, the country functions according to the structure developed over two centuries under the British Raj; the Civil Services of Pakistan, the backbone of government, traces its lineage to the colonial era Indian Civil Services — the elite English bastion of political power in India. The acknowledged expertise of bureaucrats, combined with their high-class social background, has vested them with veto power over the demands of ‘inept’ politicians in the formation of state policy. This has resulted in a modern Pakistani state that is not run by politicians but rather said to run in spite of them. 
The travails of a historically autocratic state have been intensified by the curse of geography. If it were located anywhere else, Pakistan would be dismissed as irrelevant — and might then enjoy greater control over its domestic policy. Instead, it is surrounded by Afghanistan, a hotbed of dysfunction where the War on Terror was inaugurated, Iran, a declared rogue state attempting to develop nuclear capabilities, and China and India, the two major emergent threats to American economic might. Before 1989, Pakistan was also neighbor to the Soviet Union. With such borders, Pakistan has traditionally served as a critical outpost of support to Western interests in a hostile region. 
In light of this, it is understandable why the governors of Pakistan, civilian and military, failed to establish accountable and responsive institutions of political economy. It also explains why the country is held hostage to the neoliberal economic program and security paradigm. Since 1948 when the Pakistani army leveraged the country’s location vis a vis Soviet Russia for a lucrative position as a US proxy in South Asia, global stakeholders have jumped at the chance to pay for the privilege of maintaining some form of control over Pakistan’s goings on. Presiding over a resource rich but economically weak nation, the country’s leaders have been unable to fight the impulse to accept. This has encouraged outward-looking politicians to mortgage Pakistan’s foreign policy and loot as much as they can from state coffers before they are inevitably and unceremoniously thrown out of power. The free flow of money has disincentivized military governments — for military governments are the disproportionate beneficiaries of Western aid — from doing the hard work of creating a sustainable tax infrastructure in the country, one that would push the people of Pakistan to invest in their own country, or financial regulatory bodies which would require the government to show returns on that investment. 
The most fundamental obstacle, however, to the implementation of democratic governance in Pakistan has been ideological. As control over people has become territorialized by the borders of an ever-shrinking state, ideologies particularly pan-Islamist ones have found themselves competing for limited territory and votes — and therefore power. In such an environment, the atmosphere of tolerance has been shattered by the arrival of an exclusivist religious ideology from the Persian Gulf. Seeking regional proxies in South Asia to counter Shiite Iran, the Gulf States and particularly Saudi Arabia have invested a large amount of capital in the Pakistani state while promoting the development of a strict and doctrinaire Wahhabi Islam. It has penetrated the country via new Saudi-funded madrassas, or religious schools, that are blossoming across the country, some of which have subsequently been implicated in training terrorists. These institutions have made a home in the absence of a state that long ago abdicated responsibility for responding to demands for public education and welfare.

And it concludes with this:
The autonomy and integrity of the nation has long been the plaything of others. Now the Taliban are providing the single greatest impetus in recent times for national soul-searching. Martyrdom for the sake of democracy in Pakistan will only be meaningful if state and society succeed in formulating a functional and responsive government. Otherwise, the ideological vacuum and lack of public support of the present Islamic republic will provide an easy path for a calculating and determined militant opposition to enforce its repulsive dogmas on the country.

Pre-election views of Pakistanis on economy, political leaders, and internal and external threats

Pakistan's elections are scheduled for May 11th. There have already been a tremendous number of casualties - mostly by the Taliban (of the Pakistani flavor) targeting the relatively more secular parties. Here is from the horse's mouth:
“Taliban shura had decided to target those secular political parties which were part of the previous coalition government and involved in the operation in Swat, Fata and other areas of Khyber Pakhtunkhwah,”adding that “the organisation followed the instructions of the Taliban shura and that it was the shura that decided which political parties to target, where and when.” 
To another query that the Taliban were making ground and paving way for some parties to win the elections and denying space to others, he said: “neither we are against nor in favour of the PTI, PML- N, JI and JUI-F,” adding  that “We are against the secular and democratic system which is against the ideology of Islam but we are not expecting any good from the other parties either, who are the supporters of the same system, but why they are not targeted is our own prerogative to decide.”
Shamefully, none of the parties not targeted by the Taliban have unequivocally condemned this Taliban assault on democracy. But to add to the uncertainty, just a few hours ago, Imran Khan of PTI also got injured when he fell off a lifter while getting on a stage for a political rally. This is big news as he is one of the leading contenders in the upcoming elections.

But what are the major concerns of Pakistanis? The Pew forum has a new survey out that focuses on Pakistan. Perhaps, not surprisingly, crime and terrorism is at the top at 95 and 93% respectively. But note that even Sunni-Shia tensions are labeled as a "very big problem" by over half of the respondents, and the conflict between the government with the judiciary and the military is not considered that much of a problem.


At the same time, most people also feel that the country is on the wrong path, with Zardari's approval ratings in the teens (and that is the least surprising result of the survey):


Here is a graphical representation of the opinion on the direction of the country. Note that 2007 was the start of major Taliban incursions into Pakistan (not completely unrelated to the US drone policy in the tribal regions - but that really picked up from 2009 onwards), an increase in suicide bombings in major cities and the assassination of Benazir Bhutto. The following years also saw its impact on the economy. 

But then check this out. The Taliban are seen as much of a threat as India. This is important as often people think that there is widespread for Taliban. But this poll suggests that there is broad recognition of the danger posed by the Taliban: 

Similarly, there is very little support for the various extremist groups, including those that are focusing on Afghanistan. Unfortunately, the question does include those groups that are primarily involved in targeting Ahmadi and Shia minorities. In any case, here are the views on extremist groups:

But there is still support for the military, religious leaders, the media, and even the courts (despite their utmost effort to destroy the trust gained in the Lawyers' movement). As per religious leaders, it would have been interesting to see individual names instead of a generic religious leader which people may idealize in a particular way.  Ah - but the poor police - it is only above Zardari...

Gallup: Drones on others are fine - but not on us!

Here is the least surprising hypocritical poll result: Almost two-third of Americans feel that it is okay for the US government to launch airstrikes against suspected terrorists in other countries. But only 13% say that the drone strikes are okay if the suspect is a US citizen living in the United States. I'm sure that this number would go up if it is known the suspect is a Muslim! (actually, this is not a joke. This is probably true).

Here is the Gallup poll:

And don't worry. While the Republicans and Democrats cannot agree on anything, there is a bipartisan support for this particular drone view (yay - for bipartisanship!). Here is the same question on party-lines (Democrats come off slightly better):


Two somewhat related things. First, for your entertainment purposes, watch this painful Daily Show segment about the Fox's reaction of the Boston marathon bombing suspects' religious identity: "ban Muslim students from entering the US"; "wiretap mosques"; and of course from the incomparable Ann Coulter: "jail time for wearing hijab". Can anyone get away with saying this kind of stuff about any other ethnic or religious group?

Second, here is a fantastic article on the reasons why the US-Pakistan relations took a nose-dive in the last couple of years. Here is Mark Mazzetti's article, How a single spy helped turn Pakistan against the United States. I highly recommend this article as it gets the situation in Pakistan. But Mark Mazzetti has been writing about the increasing militarization of the CIA - and that Pakistan is the test case for its new role. I haven't read his book, The Way of the Knife: The CIA, a Secret Army, and a War at the End of the Earth yet, but it looks fantastic and it has long sections on CIA's war in Pakistan.

In any case, here are some highlights from the NYT article which primarily about the Davis Affair in Lahore:
A city once ruled by Mughals, Sikhs and the British, Lahore is Pakistan’s cultural and intellectual capital, and for nearly a decade it had been on the fringes of America’s secret war in Pakistan. But the map of Islamic militancy inside Pakistan had been redrawn in recent years, and factions that once had little contact with one another had cemented new alliances in response to the C.I.A.’s drone campaign in the western mountains. Groups that had focused most of their energies dreaming up bloody attacks against India were now aligning themselves closer to Al Qaeda and other organizations with a thirst for global jihad. Some of these groups had deep roots in Lahore, which was why Davis and a C.I.A. team set up operations from a safe house in the city.
So the CIA's drone campaign has united disparate militant groups against the US. Talk about unintended consequences.

And here is a flavor of the way CIA's militarism has trumped diplomacy of the State Department. This is chilly:
The Davis affair led Langley to order dozens of covert officers out of Pakistan in the hope of lowering the temperature in the C.I.A. – I.S.I. relationship. Ambassador Munter issued a public statement shortly after the bizarre court proceeding, saying he was “grateful for the generosity” of the families and expressing regret for the entire incident and the “suffering it caused.” 
But the secret deal only fueled the anger in Pakistan, and anti-American protests flared in major cities, including Islamabad, Karachi and Lahore. Demonstrators set tires ablaze, clashed with Pakistani riot police and brandished placards with slogans like “I Am Raymond Davis, Give Me a Break, I Am Just a C.I.A. Hit Man.” 
The entire episode — and bin Laden’s killing in Abbottabad later that spring — extinguished any lingering productive relations between the United States and Pakistan. Leon Panetta’s relationship with General Pasha, the I.S.I. chief, was poisoned, and the already small number of Obama officials pushing for better relations between Washington and Islamabad dwindled even further. Munter was reporting daily back to Washington about the negative impact of the armed-drone campaign and about how the C.I.A. seemed to be conducting a war in a vacuum, oblivious to the ramifications that the drone strikes were having on American relations with Pakistan’s government. 
The C.I.A. had approval from the White House to carry out missile strikes in Pakistan even when the agency’s targeters weren’t certain about exactly whom they were killing. Under the rules of so-called “signature strikes,” decisions about whether to fire missiles from drones could be made based on patterns of activity deemed suspicious. For instance, if a group of young “military-age males” were observed moving in and out of a suspected militant training camp and were thought to be carrying weapons, they could be considered legitimate targets. American officials admit it is nearly impossible to judge a person’s age from thousands of feet in the air, and in Pakistan’s tribal areas, adolescent boys are often among militant fighters. Using such broad definitions to determine who was a “combatant” and therefore a legitimate target allowed Obama administration officials at one point to claim that the escalation of drone strikes in Pakistan had not killed any civilians for a year. It was something of a trick of logic: in an area of known militant activity, all military-age males could be considered enemy fighters. Therefore, anyone who was killed in a drone strike there was categorized as a combatant. 
The perils of this approach were laid bare on March 17, 2011, the day after Davis was released from prison and spirited out of the country. C.I.A. drones attacked a tribal council meeting in the village of Datta Khel, in North Waziristan, killing dozens of men. 
Ambassador Munter and some at the Pentagon thought the timing of the strike was disastrous, and some American officials suspected that the massive strike was the C.I.A. venting its anger about the Davis episode. More important, however, many American officials believed that the strike was botched, and that dozens of people died who shouldn’t have. 
Other American officials came to the C.I.A.’s defense, saying that the tribal gathering was in fact a meeting of senior militants and therefore a legitimate target. But the drone strike unleashed a furious response in Pakistan, and street protests in Lahore, Karachi and Peshawar forced the temporary closure of American consulates in those cities.
Munter said he believed that the C.I.A. was being reckless and that his position as ambassador was becoming untenable. His relationship with the C.I.A. station chief in Islamabad, already strained because of their disagreements over the handling of the Davis case, deteriorated even further when Munter demanded that the C.I.A. give him the chance to call off specific missile strikes. During one screaming match between the two men, Munter tried to make sure the station chief knew who was in charge, only to be reminded of who really held the power in Pakistan. 
“You’re not the ambassador!” Munter shouted. 
“You’re right, and I don’t want to be the ambassador,” the station chief replied. 
This turf battle spread to Washington, and a month after Bin Laden was killed, President Obama’s top advisers were arguing in a National Security Council meeting over who really was in charge in Pakistan. At the June 2011 meeting, Munter, who participated via secure video link, began making his case that he should have veto power over specific drone strikes. 
Panetta cut Munter off, telling him that the C.I.A. had the authority to do what it wanted in Pakistan. It didn’t need to get the ambassador’s approval for anything. 
“I don’t work for you,” Panetta told Munter, according to several people at the meeting.
But Secretary of State Hillary Clinton came to Munter’s defense. She turned to Panetta and told him that he was wrong to assume he could steamroll the ambassador and launch strikes against his approval. 
“No, Hillary,” Panetta said, “it’s you who are flat wrong.” 
There was a stunned silence, and National Security Adviser Tom Donilon tried to regain control of the meeting. In the weeks that followed, Donilon brokered a compromise of sorts: Munter would be allowed to object to specific drone strikes, but the C.I.A. could still press its case to the White House and get approval for strikes even over the ambassador’s objections. Obama’s C.I.A. had, in essence, won yet again.
